- Abstract
The article discusses the move of national security by organizing national emergency system, with the focus on terrorism prevention in the U.S. It states that "war on terrorism" will not achieve meaningful success through bureaucratic innovation regardless of any reorganization. It notes that, commitment of the international community to eliminate the root causes of armed conflict and political violence is the requirement to have a long-term organization.
