- Abstract
The article discusses the liability of the members of the U.S. Congress, congressional workers, and federal government employees under federal securities laws, such as Securities Exchange Act, for the use of material nonpublic information in insider trading. It says that the U.S. Constitution's Speech or Debate Clause is not a barrier to regulatory and legislative restrictions over congressional trading. Moreover, the proposed Stop Trading on Congressional Knowledge (STOCK) Act was explored.
