- Abstract
The article discusses the rarely studied problem of the efficiency of the power in the local government in Poland. This power has a dual nature, because it consists of social component (board, council) and the executive body (board or mayor, mayor, city president). To a certain extent a kind of power is exercised by local administration. The aim of the study is to assess the characteristics and relationships between councilors and a single executive body of the municipality. The author presents potential situations of political relations between the two parties, which result in different efficiency, ranging from fierce competition to the harmonious cooperation. Local government has in this respect a number of dysfunctions. The article uses the following research methods: analysis of literature and regulations and the descriptive analysis and comparison. Knowledge about the Polish economic literature is modest, and raised issues require a more in-depth studies, which are useful from the point of view of the practice of self-government. The author has formulated nine conclusions, having a pragmatic approach. It is worth mentioning a feature of desired profiles of local leaders and the evaluation of the effectiveness of each studied situation in the relations between the municipal council and executive body.
