- Abstract
This article proposes an integrated systems approach to managing governmental organizations based on a Job Task Analysis (JTA) called Job Task Systems Management (JTSM). JTA is not merely a basis for the development of training, but also a foundation for all other aspects of the organization's management system. Accomplishment of JTA job tasks is in effect the out- come, comparable to profit in the private sector. It can be used to evaluate and to manage an organization. Because it is easier to describe and understand this concept through the use of an example, this article is based on an application of JTSM to the Federal Aviation Administration's (FAA) aviation safety inspection program called "Project SAFE."
