- Abstract
The regulation of care is an important public management resource of the Brazilian Unified Health System (SUS) employed for the purpose of ordering users' access to the different components of the service network, by assessing risk and need. However, there are studies that point to a lack of balance between supply and the needs and demands for secondary care services in the SUS, as well as transparency in access mechanisms. In the present research, the process of access to secondary health care was analyzed with the elaboration of its design in the medical specialty of digestive tract surgery (DAC) of a public and secondary hospital belonging to a regional health network and managed by a social health organization. Interviews were conducted with managers, physicians and other professionals involved in the process. From the information collected, a process map was built using the Bizagi software and the business process modeling notation (BPMN). The vacancies for appointments at the secondary hospital in the CAD specialty are available for regulation by the Regional Health Directorate (DRS), which receives the scheduling requests from the cities by sending reference guides to the Support System for Care Regulation (SARA). The scheduling is done by chronological and necessity criteria from a shared evaluation between the DRS regulation and the hospital itself. O processo tem incoerências com as diretrizes da regulação e o delineamento o proposto o torna o mais transparente e com possibilidade de aperfeiçoamento.
