INTANGIBLE COSTS CA's primary critique of cost of crime ("COC") literature is focused on intangible costs. While WSIPP also provides an analysis of victim costs (including intangible costs) when conducting benefit-cost analyses, they clearly explain that victim costs are not budgetary offsets.
