- Abstract
The National Forest System's program planning system is the mechanism by which the organization formulates medium-range plans and generates budget requests for congressional consideration. This system allows NFS managers to examine and negotiate different strategies for deploying their resources within broad politically-determined guidelines. Each manager proposes alternative plans for managing his unit in such a way that the selected alternative provides the standard against which his performance is measured. The alternatives reflect various possible levels of funding and activity, including a quasi-‘zero base’ level. The system has proven to be an effective combination of some of the better features of traditional PPBS, Zero-Based Budgeting, and Management by Objectives.
