- Abstract
This paper aimed to analyze how bidding processes affect the progress of public works. The case study was applied at the Municipal Department of Urbanism of Belém/PA, between January/2014 and June/2019. The problem centered around the reasons for delays and increases in construction costs, quantifiable through legal provisions, the additives, and relating them to the initial phase of bidding, planning. A bibliographical research was carried out covering regulations and specialized literature in search of legal requirements that meet the purpose of this study. Next, a documentary survey was carried out on the bidding processes of the Permanent Bidding Committee, and subsequently, perception research with the main actors involved in the contracting phases - members of the bidding committee and construction inspectors. From this point onwards, the results obtained proved that planning compromised the entire execution of works, leaving essential elements such as projects and budgets with gaps, using excessive additive terms to correct such flaws and deliver the project. As a consequence, deadlines lengthen and contract values increase, becoming routine in large public works.
