The article discusses police accountability and the Fourth Amendment to the U.S. Constitution in relation to police officers and their use of non-lethal weapons such as tasers as of January 2013, focusing on several legal cases which were filed in the U.S. Court of Appeals for the Fourth Circuit. Other topics include the U.S. Department of Alcohol, Tobacco & Firearms' classification of tasers, police discretion in North Carolina, and the disciplining of non-arrestees by police officers.
