- Abstract
The article calls on the execution of a domestic carbon offsetting program, which uses biological sequestration, to assure the success of atmospheric carbon reduction policy in the U.S. It notes that the domestic program, if implemented under a strict emission scheme, will not have any compromises that relate to the environmental integrity of carbon reduction policy. It suggests the verification and permanency of issues at the state level in administering the program.
