- Abstract
Many regulatory reforms are considered unworkable partly because agencies do not have sufficiently sophisticated management and enforcement information systems. Organizational and political incentives do not encourage improvement in such systems for several reasons. This article discusses how the New York State Department of Environmental Conservation significantly improved its regulatory management system as it switched from general revenues and grants to regulatory fees as a means of funding some of its key regulatory programs. The case clarifies some of the major administrative problems that government faces in shifting to fees, taxes, or other charges as an alternative to "command and control" regulation.
