- Abstract
This article focuses on the study regarding the changes at the middle management level in the Pennsylvania state government in 1980 in light of affirmative action program implementation. Affirmative action programs in Pennsylvania made small but definite gains for women. Where tradition could be deleted or moderated in the appointment process, however, women enjoyed a significantly better chance to land in the management ranks. This study does not imply that government agencies should create attractive management jobs to satisfy the aspirations of upwardly mobile groups.
