Das Ende der Diskriminierung in der Altersvorsorge?

- Abstract
Zusammenfassung Versucht man, die Wirkungen des Paradigmenwechsels in der Alterssicherung in Deutschland aus dem Blickwinkel der lebenslaufbezogenen Geschlechterdimension zu würdigen, zeigen sich Licht und Schatten – sie ist ein Konglomerat aus individuen- und familienbezogenen Leistungen, mit einer Beitrags- und Steuerfinanzierung sowie mit Maßnahmen der expliziten und impliziten, intendierten und nicht-intendierten ex post und ex ante Umverteilung und Diskriminierung. Durch den Paradigmenwechsel ist die Komplexität des Alterssicherungssystems erhöht worden und es wurden einerseits zusätzliche Elemente der geschlechtsspezifischen Diskriminierung eingeführt und andererseits bestehende Elemente des sozialen Ausgleichs eingeschränkt. Durch die Leistungsreduzierung in der GRV nimmt zudem die Relevanz der privaten und betrieblichen ergänzenden Alterseinkünfte absolut und relativ zu und damit die Bedeutung von Einkünften, die keine Elemente des sozialen Ausgleichs enthalten bzw. die keine Anerkennung von Tätigkeiten außerhalb der Erwerbstätigkeit gewährleisten. Der Paradigmenwechsel hat im Endeffekt die Diskriminierung von Frauen auf zwei Wegen intensiviert und eine Umverteilung „von unten nach oben“ bewirkt. Es kommt somit zu einer Verstärkung der Inter- wie auch Intragender-Diskriminierung. Ferner wurde durch den Umbau und die Betonung der Aspekte einer eigenständigen Altersabsicherung von Frauen die „männliche Normalerwerbsbiographie“ als Norm verstärkt. Die Betonung der eigenständigen Vorsorge schafft zudem Verteilungskonflikte innerhalb der Lebenspartnerschaft. Durch die im Prinzip in der Höhe im Zeitablauf konstanten Zahlbeträge einer privaten Vorsorge und die Schwankungen des individuellen Einkommens können diese Konflikte immer wieder auftreten. Die Abhängigkeit der Lebenspartner voneinander ist mit der Stärkung der Eigenvorsorge somit nicht reduziert oder gar abgeschafft, sondern in ihrer Form qualitativ und quantitativ verstärkt worden. Vor diesem Hintergrund bilden die auf die Lebenssituation von Frauen ausgerichteten Maßnahmen in der gesetzlichen Rentenversicherung einen wichtigen Faktor, um den Nachteilen zu begegnen, die beim Aufbau eines angemessenen Alterseinkommens durch betriebliche oder private Absicherungsformen vor allem Frauen treffen. Die Analyse zeigt, dass der Paradigmenwechsel im Alterssicherungssystem insbesondere für Frauen von Nachteil ist, da diese überproportional stark auf Leistungen der GRV angewiesen sind und damit auch überproportional auf kompensierende Leistungen zum Nachteilsausgleich in der betrieblichen und privaten Alterssicherung. Durch den Paradigmenwechsel und die Reduzierung des Rentenniveaus zeichnet sich grundsätzlich eine Zunahme von Altersarmut ab, von der insbesondere Frauen betroffen sein dürften.
