- Abstract
This work constitutes the progress of an ongoing investigation, in which it is proposed to relate the concept of justice and solid institutions as a Global Goal with the construction of peace and reconciliation in Colombia. This is done through qualitative research, classified as legal-dogmatic. Taking into account the Colombian context, the Global Goal referred to facilitate access to justice for all and create effective, responsible and inclusive institutions at all levels, turns out to be the most pertinent and could be considered as the primary for the construction of peace and reconciliation within the framework of the Agreement. Thus, justice, understood as a Global Goal, lies at the head of the State the responsibility of guaranteeing its access to all people, and even more so to the vulnerable population victim of the armed conflict, which implies satisfying their expectations of justice. The existence of solid institutions makes it possible to suppress the participation of the state in victimization and makes it a principal actor for reconciliation.
