- Abstract
The article discusses the empirical investigations on the U.S. fiscal policy at the federal, state, and local level based on a dozen state-level institutions. It refers to the consideration of a federal system as a laboratory according to Justice Louis Brandeis, wherein states are free to implement social and economic experiments based on the arguments of the Supreme Court case, New State Ice Co. v. Liebmann. Moreover, it explores among the most-studies institutions with strict balanced-budget requirements and expects that state policy makers could be aware on the effects on spending per capita.
