- Abstract
The article provides an overview of the challenges and successes in defense acquisition and the defense industry. It highlights the Adaptive Acquisition Framework (AAF) as a significant contribution to enable acquisition at the speed of relevance, with a focus on the Software Acquisition Pathway for continuous integration and delivery of software capabilities. The article also addresses the importance of delivering at the point of need and discusses efforts to modernize software development and acquisition capabilities. It emphasizes the security and resiliency of defense supply chains, the role of the U.S. government in ensuring a reliable domestic microelectronics industrial base, and measures to address foreign dependency in critical supply chains. The Department of Defense (DoD) has implemented various measures to strengthen the Defense Industrial Base (DIB) and develop the workforce. In response to COVID-19, the DoD has utilized the Defense Production Act (DPA) to address the impact on the medical supply chain and the DIB. The DoD is also focused on countering adversarial influence in the supply chain through defensive and offensive measures. Efforts to enhance cybersecurity in the DIB include removing foreign-produced equipment, developing tools to detect and remove foreign influence, and implementing the Cybersecurity Maturity Model Certification (CMMC). The F-35 fighter jet program aims to produce an affordable and capable air system, and efforts are being made to modernize acquisition and sustainment processes.
