- Abstract
The article looks at civic engagement as related the Federation of Community Forest User Groups, Nepal (FECOFUN), a network of Community Forest User Groups (CFUGs) engaged in deliberative forest governance in Nepal. According to the author, FECOFUN illustrates that a proactive engagement of civil society can challenge hegemonic ideologies. It is suggested, however, that FECOFUN's ability to fight techno-bureaucratic control is limited by its reliance on external resources and groups, many of which have their own political agendas. Other topics include democratic governance, non-governmental organizations, civic agency, and minority groups.
