- Abstract
Referendums may be implemented at national or local levels. Local referendums are implemented in areas pertaining to a certain local unit and produce outcomes that are associated with that unit. There is an increasing trend in both national and local referendums. The consideration of referendums as solutions to the "democratic deŞcit" observed in representative democracies, appears to contribute to this trend. A practice that is in contradiction with representative democracy such as referendum, gets embedded to representative democracy. In Turkey, there is no practice of local referendum apart from certain limited areas. The law regulating local administrations have not brought any change despite its reformulated provisions under the local administration reform. This essay reviews local referendums within democratic theory, discusses their pros and cons and evaluates their practice in Europe.
