- Abstract
This article puts forward the idea that one of the factors that could explain children's deficiencies in literacy skills, measured through national and international tests, are the concepts that support teacher's literacy instruction. In comparison with the former, it emphasizes the need to conceive the act of reading and writing as a cultural practice, as acts of construction and communication of meaning, as an intelligent act; it ends by proposing an Integrated Program to Develop Literacy Skills, that aims to a balanced model for literacy instruction.
