- Abstract
The article reports on the history of the children of minorities in child welfare. "Children of the Storm: Black Children and American Child Welfare" by Andrew Billingsley and Jeanne Giovannoni was published in 1972 and stated the problem with child welfare during that time was an underrepresentation of minority children in the system. African American children were excluded from child protection services until after integration began in the 1950s. In 1983 a national study found that African American and Indian children in child welfare outnumbered that of Caucasian children.
