- Abstract
The Courts of Cadiz decree of January 4th, 1813, related to the productive use of vacant lands, although unknown by the River Plate historiography was cited in Montevideo by Benito Chain who, that same year, requested that the royal islands in the Uruguay River be granted to him. Chain never received them in spite of the authorization given by the local government. The Independence War and the difficulties the Regency encountered prevented it. That liberal decree, in which the common good is mitigated, presents however some similarities with the 1816 Provisional Rules approved by the patriots.
