- Abstract
For years forest economists have debated the nature and magnitude of the "problem" of forest management on forests owned by individuals and corporations not directly involved in the manufacture of forest products. Generally the owners of these nonindustrial private forests (NIPFs) do not practice the type of intensive management found on lands controlled by the forest products industry. This disparity is considered problematic in light of recent timber supply projections indicating that at current management levels softwood inventories will fall in the future and timber prices will rise. A prevalent perception among forest economists is that by failing to manage their forests intensively, NIPF owners forego opportunities to make profitable investments. A number of analyses supporting this view indicate that investment opportunities are especially numerous and lucrative in the South. Most government programs to encourage investment in forestry, such as the federal Forestry Incentives Program (HP), involve government sharing of timber management costs.
