- Abstract
It is not possible to prevent crimes only with traditional policing measures. Everyone has duties and responsibilities in the prevention of crime. The measures taken to prevent crimes must increase the risk for potential criminals and discourage them. In terms of prevention of crimes, it is important to thwart individuals and goods to be appropriate targets for criminals, and implement spatial, physical and environmental crime prevention strategies for this purpose. As well as some crime theories such as broken windows theory, rational choice theory, routine activities theory and situational crime prevention theory that discuss these issues, there are also some models and programs such as community policing, problem oriented policing, COMPSTAT and CPTED that were generated utilizing abovementioned theories and implemented in various countries including the USA and England. In this study, in the light of abovementioned crime theories and various programs and models implemented for the purpose of crime prevention, and also based on the authors' own observations, experiences and evaluations, it is aimed to point out various factors inducing security related problems in the province of Bitlis and bring possible solutions to them.
