The article discusses the Manhattan Bail Project that was implemented by the Vera Institute of Justice in New York in 1961. The project allows an individual with strong ties to the community to be safely released from custody without bail through the so-called release on recognizance (ROR). It also cites the program called the Pretrial Services Agency.
