- Abstract
The article discusses problems pertaining to the overlap of quality improvement activities of the U.S. Department of Health & Human Services (HHS). It suggests that HHS should change the definition of the term "research" to activities which are designed mainly for contributing to generalizable knowledge. It proposes a regulatory framework, which includes changes into the HHS's new definition of quality improvement that will prevent the unethical exploitation of patients.
