AFFORDABLE PRIMARY HEALTH CARE IN LOW-INCOME COUNTRIES: CAN IT BE ACHIEVED?
- Abstract
The article focuses on achieving affordable primary health care in low income countries. The World Health Report 2008 re-asserts the guiding principles of the Alma Ata Declaration including equity, access to essential drugs, and cost-effectiveness. It mentions that ensuring cross-subsidy from higher to lower income groups and low-risk to high-risk groups in the financing of health system is a crucial aspect of equity. It notes that blocks and biases against financing primary health care cannot be removed if out-of-pocket payments prevails, internal and external brain drain from government service continues, and national governments do not improve primary care. It adds that successful investment in primary health care stimulate a lasting change to meet universal health needs.
