- Abstract
Die deutsche Wirtschaft hat die Talsohle durchschritten, der Weg zurück nach oben ist aber relativ mühsam. Nach dem knapp zweistelligen Einbruch der Wirtschaftsleistung im zweiten Quartal dürfte die Erholung dennoch mit überdurchschnittlichen Raten einhergehen; dabei wird allerdings davon ausgegangen, dass es nicht zu einer zweiten Infektionswelle und erneuten lockdownähnlichen Einschränkungen kommt. Vor allem der private Konsum wird im weiteren Jahresverlauf deutlich zulegen: Die Kurzarbeit geht allmählich zurück, auch deshalb steigen die verfügbaren Einkommen. Zudem haben die Haushalte in der Hochphase der Corona-Pandemie viel Geld auf die hohe Kante gelegt, dass sie nun nach und nach ausgeben können. Die Mehrwertsteuersenkung und weitere Maßnahmen des Konjunkturpakets stützen den Konsum und damit die Konjunktur. Langwieriger dürfte sich die Erholung der Auslandsnachfrage nach Produkten „Made in Germany” gestalten: Wirtschaft und Arbeitsmärkte sind in vielen Ländern noch weitaus stärker in Mitleidenschaft gezogen worden als hierzulande und insbesondere langlebige Konsum- und Investitionsgüter werden wohl nur verhalten nachgefragt - also gerade die deutschen Exportschlager. Unter dem Strich wird das Vorkrisenniveau wohl erst in etwa anderthalb Jahren erreicht sein. In diesem Jahr dürfte das Bruttoinlandsprodukt in Deutschland um jahresdurchschnittlich 6,0 Prozent einbrechen und in den kommenden beiden Jahren um 4,1 beziehungsweise 3,0 Prozent wachsen.
