- Abstract
In a particular context of economic liberalization, the social state reform in Syria gradually takes the path of a partial "discharge". This article seeks to bring to light the way in which this process - basically justified by shrinking state resources - results in a situation where public forces turn more and more to non-state actors (the private and associative sectors). The process of redefining the state action - based on partnership and responsibility - leads to the revival of a selected, promoted, and controlled "civil society". The new situation of interaction and negotiation between Syrian authorities and non-governmental organizations has a double impact on the associative field: on one hand the growth of associations authorized by the Ministry of Social Affairs and Labour, and on the other the renewal of the associative actors and their projects. In this framework Syrian charities - which are deeply rooted, community-based, and whose numbers are growing - remain the central stone of the new associative building.
