- Abstract
The article discusses how the statutory interpretation of the First Step Act of 2018 hinders criminal justice reform efforts in the U.S. and prevents mass incarceration reduction at the federal level. Also cited are the use by the Second Circuit of the Act in its ruling in the case U.S. v. Holloway, the Congress' efforts to reduce prison rates by addressing mandatory minimum sentencing, and the Fair Sentencing Act of 2010.
