- Abstract
The article discusses Senior Deciding Group of the U.S. Armed Services Board of Contract Appeals' decision on appellant Holmes Construction Co. motion for reconsideration of Board's earlier decision that granted summary judgment to government of the U.S. for its liquidated damages claim. It mentions Board's earlier decision denying Holmes' equitable estoppel defense and reflects on Board's decision that was based on M. Maropakis Carpentry, Inc. v. United States.
