- Abstract
The article discusses state investigations into prisoner mistreatment at a prisoner work camp in Wood County, Texas in 1879. The author begins by describing the Texas government's policy of leasing prisoners to private companies for labor in the agricultural and railroad industries. The work camp in question provided labor for the Texas and Pacific Railroad. According to the article, the investigation uncovered such acts of mistreatment as placing prisoners in stocks for punishment and the overworking of sick prisoners, but was not able to corroborate allegations of guards killing prisoners. Wood County citizens' anger over the state's lease system is cited as a reason that rumors of mistreatment may have spread.
