- Abstract
The triumph of the electoral coalition “Together We Will Make History” (Juntos Haremos Historia) in the presidential election of July 1, 2018 in Mexico meant the constitution of a left-wing popular political project articulated around the recent political party Movimiento Regeneración Nacional (MORENA). Based on Juan Carlos Portantiero's notion of "the State of national-popular commitment", we analyze the Pension Program for the Welfare of the Elderly (PBAM), which President Andrés Manuel López Obrador has implemented as a central axis of his social policy of his political project, called the Fourth Transformation. In this sense, we show how the social policy of the pension for the elderly is a policy that structures the “State of national-popular commitment” that had entered into a deep crisis in the stage of neoliberalism in Mexico since the 1980s. It is argued that the Fourth Transformation is a change towards the social vocation of the State by institutionalizing the popular demands of the subaltern classes of contemporary Mexico.
