POLICIES AND IMPLEMENTATIONS FOR LOW PERFORMING STUDENTS IN SELECTED COUNTRIES PERFORMING WELL IN PISA AND SUGGESTIONS FOR TURKEY.

- Abstract
The aim of the research is to examine the current situation of some selected countries, performing well in Programme for International Student Assessment (2015), in terms of the factors, affecting the low performing of students, by classifying under student variables and school variables and assert the educational policies, implementing for low performing students, of some selected countries, performing well in PISA (2015). Document review technique, a method of qualitiative research, was used in this research. The universe of the research is composed of 72 countries, 34 of which are OECD members, participating in PISA (2015). The sample of the research is composed of Singapore, Canada and Finland, performing well in PISA (2015) in terms of three subjects (science, reading, mathematics) with Turkey. The data were obtained from scientific printed sources such as books, thesis, articles related to the education systems of the countries and PISA (2015), OECD (2016) databases in the research. The data, collected by documentary screening, were analyzed by using descriptive analysis technique. Within the context of the research, it is seen that some selected countries, performing well in PISA (2015), apply the educational policies below mentioned for low performing students: 1. Successful countries follow their students' success and detect low performing students with early diagnosis programs. 2. Successful countries have implemented support programs for low performing students and particularly conduct studies for acquiring literacy and numeracy skills of students. 3. Successful countries provide bilingual education in their schools and provide language education by constituting units for students having immigration background. 4. In the successful countries, students are promoted to participate in pre-school education and in this context funds are provided for low income families. 5. In the successful countries, schools having low performing students are also followed and more funds are given for these schools and the needs of educational materials are covered. 6. In the successful countries, teachers working in schools having low performing students are also promoted to participate continuously in professional development practices.
