- Abstract
The essence of efficiency of public administration and the principle of efficiency (efficacy) of actions of public administration are important theoretical and practical problems. It must be emphasized that activities of public administration related to the performance of its functions are characterized by two important and equiponderant features: legality (lawfulness) and praxeologically defined efficiency. The term "efficiency of actions" can be defined in many ways. The term is important in praxeology, theory of organization and management, and the science of administration and administration law. The literature of praxeology defines three principal values (characteristics) of efficient actions: effectiveness, advantageousness, and economy. Besides these, there are also other important values. It is necessary to find additional criteria for evaluation of efficiency of actions of public administration that are unique to public administration, such as legality of its actions and its meeting of social expectations, as additional qualities of efficiency of actions. These characteristics can pertain to the outcome of an action, the methods used, and the totality of an action (to include its rationality). Only efficient public administration can properly organize the social life of citizens and fulfil their various needs. Efficiency of actions of public administration must be evaluated on the basis of effectiveness and efficacy of administrative decisions, effectiveness of laws created by the administration, the degree of rationality of legal norms adopted by the parliament, and effectiveness with regards to providing social services to citizens. Efficacy (effectiveness) of public administration can be analyzed in many areas. There is efficacy of the organizational structure, efficacy of performance of tasks, and efficacy of work in institutions of public administration.
