The article discusses foreign military sales, procedures for shipping hazardous materials, and the requirements of related government and international agencies such as the U.S. Military Surface Deployment Distribution Command and the International Maritime Organization. Nine hazard categories including explosives, the U.S. Department of Defense regulations concerning shipments, and competent authority approvals for foreign military sales are mentioned.
