- Abstract
The article discusses the First Nations Major Projects Coalition (FNMPC) and their efforts to secure financing for resource projects. The federal Indigenous loan guarantee program, announced in Budget 2024, offers $5 billion in loan backstops for First Nation energy and natural resource projects. While this is seen as a victory for First Nations, there are concerns about the environmental impact of these projects and the stability of investments in the fossil fuel industry. The article emphasizes the importance of Indigenous participation and economic development in achieving economic reconciliation. It suggests that equity partnerships between Indigenous communities, the Crown, and industry could address the struggle for consent and economic justice in resource extraction. The inclusion of Indigenous communities in the development of a greener grid is seen as a way to achieve equity and consent, as well as balance economic development and environmental stewardship. However, there are concerns about the potential offloading of stranded asset liabilities onto First Nations, as well as the need for First Nations to conduct their own environmental monitoring. The article also highlights the need for a larger pool of loan guarantees to prioritize the clean economy and address the tensions between oil and gas and climate concerns.
