- Abstract
The article presents the thoughts of international expert Professor Donald F Kettl, and state sector Chief Executives Belinda Clark and Paul Reynolds on what can stop the success of government departments in the New Zealand context. Topics discussed include Kettl explaining the need for strong leadership, new accountability methods, and effective strategies for bridging boundaries as more problems pay no attention to boundaries, and Clark noting the importance of working across all boundaries.
