The article discusses the relation of stingray technology that tracks cell phones to citizens' privacy rights. Topics include U.S. Department of Justice (DOJ), Department of Homeland Security (DHS), and Internal Revenue Service (IRS) policy on the issue; the relation of the issue to New York State courts and policy; and the views of the organization New York Civil Liberties Union (NYCLU) on the need for warrants for Stingray use.
