- Abstract
Six-year college graduation data from the U.S. Department of Education for 17 cohorts (1996-2002 and 2012-2018) were analyzed to simultaneously assess adverse impact on Black and Hispanic Students in all 50 states and D.C. In addition, relationships between adverse impact levels and (1) geographic regions, and (2) state political affiliations were explored. Major findings included: (1) there were substantial variation in documented joint adverse impact across the 50 States and D.C., (2) seven (13.7%) states had confirmed adverse impact on both Black and Hispanic students in all 17 cohorts, (3) there was a statistically significant relationship between the presence of joint adverse impact and US Census Bureau regions, with the highest level in the Midwest Region and the lowest in the Northeast, and (4) Red states had significantly more adverse impact on Black and Hispanic college students than Blue states.
