The article discusses the decline in revenue of the United States Postal Service (USPS) and analyzes the need for postal reform. Statistics on the decline in revenue in 2002 for various mail classes such as first-class mail, standard mail and priority mail are given. Electronic mail and innovations in communications technology are cited as reasons for this decline. Biographical sketches of ten postal economists and their views on postal reform are presented.
