- Abstract
The article discusses the relocation of Citibank's credit card operations to Sioux Falls, South Dakota during the 1980s. Particular focus is given to the roles of the state's business climate and infrastructure in the move. According to the author, the move was not prompted by the state legislature's decision to repeal its usury law but by its tax and business environment and its connection to efficient telephone, postal, and satellite communications networks. Details on the effects of inflation and usury regulations on banks' lending capacities are presented. Other topics include South Dakota's labor force and deregulation.
