When contemplating adoption of Policy Governance as a leadership paradigm, some boards need to give their owners a heads-up for the shift. Other boards work for ownerships needing little or no preparation. These latter boards may have owners who are unaware of their owner role, or who are a nebulous grouping, or who for whatever reason have no interest in how the organization is governed. This article addresses boards having owners who closely watch board governance. These include small ownerships numbering only a few persons, associations that may have thousands of owners, and elected boards in the public spotlight. Any change in board behavior is observed, questioned, and perhaps even openly challenged. Implementing the model can be a disturbing event for alert owners who do not understand Policy Governance. After all, the change brings substantial alteration in board practices.
