- Abstract
System 4 can be used by any governmental agency that desires to improve its human resources, the productivity of those resources, and the excellence of its services. A highly effective method, survey-guided development, is available to assist public administrators to move their managerial behavior toward System 4 and thereby achieve a substantial increase in employee satisfaction and agency performance. It is hoped that this opportunity will be embraced. Managers tend to perceive their behavior more favorably than do their subordinates. This difference is serious because subordinates react on the basis of their own view of the situation and not on that of the manager's. To obtain and maintain a correct perception of the behavior to which the subordinates are responding, managers need periodic measurements of their subordinates' views. When a measurable shift closer to System 4 occurs in the human component variables, it is typically accompanied by simultaneous or subsequent enhancement of performance. Performance data are available for the Employment Service Division in the form of individuals placed per staff-year worked, which is considered a good measure.
