- Abstract
New state agencies and programs to encourage economic growth based on knowledge-intensive technologies have attracted the attention of policy analysts for several reasons. The U.S. perspective is dominated by the need to understand the new agencies and new programs as part of on-going efforts to describe and track trends in the nation's science and technology (S&T) resource base. This article is concerned generally with the relationships among public data, public policy, and program implementation. More specifically, it discusses the emerging information for understanding the new state S&T programs.
