- Abstract
The article discusses the immigration regulations developed in the late 19th and early 20th centuries to regulate the flow of Tamil migrant laborers across the Bay of Bengal from one British colony (India) to another (Malaya and the Straits Settlements). These efforts to control ethnic migration in India and Southeast Asia are discussed from a variety of perspectives, including: the place of India in the region; evolving ideology about the place of the indigenous Malay people in Malaya; related concerns about Chinese migration; and issues of colonial and international politics.
