- Abstract
The configuration of our system of public assistance has undergone a profound transformation over contemporary period. The Constitution of 1978, in addition to establishing the right to the protection of the health of all Spaniards, formed the state as a State of Autonomies in which it considered the powers of the General State Administration of Social Security, while he attributed to the Autonomous Communities related to national healing. The purpose of this text is to expose waiting until the end of the first socialist government, for a new basic law on Health was issued under the Act of April 25, 1986.
