- Abstract
The article offers information about the political condition in Germany as of 1995. On April 27, 1995, Berlin and Brandenburg have signed a treaty to lower the voting age to 16 in local elections that will effect in 1996 local elections, that is in accordance with the Land of Lower Saxony. The country's Social Democratic Party (SPD) has suffered a crushing defeat and was forced into a Grand Coalition with the Christian Democrats. Thus, the government formed an essential test of the capability of Social Democrats and Greens to establish a federal government coalition under the leadership of SPD Prime Minister Johannes Rau.
