- Abstract
This article introduces the topics contained in the March 1985 issue of "Benefits Quarterly." The inaugural issue of the journal contains a wide variety of timely articles that treat important problems and issues in the employee benefits field. The first paper by Charles P. Hall Jr. traces the development of the health care cost crisis and discusses the latest techniques and innovations used by employers to reduce health care costs. A related paper evaluates the effectiveness of health care cost containment methods used by business firms in the past. In addition, Robert J. Meyers discusses the current financial position of the U.S. Social Security program and whether another financial crisis is imminent. Federal legislation also has a profound impact on the design of employee benefit plans. Moreover, the impact of the new Deficit Reduction Act and Retirement Equity Act on employee benefit plans is explored.
