The article focuses on mitigation of inefficiencies of China's foreign investment. Topics include generation of benefits for exceeding costs by interagency regulatory competition, strategical approaches of agencies associated with China for cost benefit calculation, clarification of presumptions related to regulatory competition, development of different effects by involvement of law enforcement with interagency regulatory competition and coordination of competition within regulatory agencies.
