- Abstract
The study focuses on a group of agents that can influence the quality and development of democracies considerably, but have scarcely been the subject of research. It deals with »participation practitioners« or »professionals«, i.e. individuals working in the public or private sector who are paid to design, facilitate or implement participatory formats. The study asks: How do participation practitioners influence democratic development? The study starts by distinguishing organizational forms and typical activities of participation professionals. It traces the development of the sector in Germany in quantitative and qualitative terms and discusses the wider repercussions of the professionalization and commodification of participation facilitation for the practice of citizen involvement and its democratic legitimacy. The empirical part of the study is, inter alia, based on qualitative interviews with participation practitioners and the analysis of service provider directories and documents such as participation guidelines or policy papers by citizen engagement advocates. In theoretical terms, the study builds on the sociology of professions and participatory democratic theory, in particular.
